The zoom gets in so close that the user would have to zoom out to see the shapefiles that are featured on the map.

Are you wanting to stop the user at a certain zoom level in ArcGIS Online? Is this for a web map only or is it for a web app?

Thank you for your reply! This map will be a web map that is embedded in a website. I would like to limit the zoom. The map shows the locations of our programming sites. We request the user's zip code so that the user can find a programming site near their home, but the zoom gets so close to the zip code centroid that it looks as if there aren't any nearby programming sites.

How is the search being handled? Is it just the regular built-in search of ArcGIS Online? Or is it something different than that? Are you able to share this map here?

It's just the normal zoom function. We specifically request a zip code when the map is embedded in our website.

Thanks for sharing that map. That looks to be the default behavior for a regular ArcGIS Online web map. I would think that the only way around it would be to have actual polygon layers for the zip codes to where the zoom would go to the extent of the polygon. Another option would be to explore making a customized web appbuilder app and using a widget like https://community.esri.com/docs/DOC-1731 .
