I am trying to make a dashboard that would show a picture of an attachment when the point is selected but it looks like the only option for this is with the attachment viewer app which is not configuarble? Is there a widget I am missing? I have found some posts where others have requested it just not sure if this had been solved yet or not.

Dashboards do this - click on a point, see the photo in the popup - assuming the attachment you are referring to a a photo

How are your attachments stored?  In a blob field in a geodatabase?  File based?

How about created a virtual directory on the your IIS server and point your popups at that to view the jpegs associated with a feature?
