I have a question about something that I've thought about, but not sure if it's something that is possible. We have multiple users that collect data on Field Maps from a web map that's comprised of multiple hosted feature layers, some that are view-only background reference data. Some users prefer some of these layers off, while others prefer them on, etc. I've had to set a compromise on a few occasions, but I was wondering if there's a way that users can set/save their own custom web map configurations on that single shared web map, without them having to create their own duplicate web map. I agree with Jonathan that you should definitely submit an idea for this, as it's something I've personally dealt with in the past.
In our case, we created individual maps for the workers, but this created quite the bloat of maps on our network, unfortunately this was one of the only ways we could apply custom configuration for each employee. In your case, you may be able to conduct a survey of what each employee likes, and create maps for the largest grouping of similar configuration, and deploy based on that.
