I have few questions;

1) Is it slow only for particular imagery/area?

2) Have you tried different browser?

3) Do you have another machine with same internet connection, have you tried from that machine?

You can try few things like clearing temporary memory, keep enough space for virtual memory in C:\ drive.

actually arcmap is installed on the server.

Ok, so you are accessing imagery from ArcGIS Desktop Application! Forget browsers. From many machines you have the same internet connection, is the difficulty faced for that imagery? I mean try a different machine with arcgis to access the imagery.

Or as Jorge correctly pointed out, on the fly Re-projecting could be the issue.

I've had big issues with this. There can be a few contributing factors to your issue. The biggest ones I know are

1. If you are on your organizations network, there could be some throttling being done that is slowing down your connection.

2. Re-projecting on the fly WILL slow down the imagery's (and any data's) draw time. I had previously ran a test of an MXD with two data frames showing he same extent and only having ESRIs World Imagery, one in Web Mercator and another on in a NAD 83 UTM zone and the draw times were drastically different, often Web Mercator would draw in ~5 seconds, while the one in UTM Zone would be averaging 45 seconds. There's no know cure to this issue, other than changing data frames to WGS Mercator, but that is not recommend for any purpose other than displaying data.

i have to use different projection systems for the diffrent maps,i am using many coordinate  systems such as conic,polar,utm,wgs1984,that depend upon the projection used in the raw maps,i have to open two to three dataframes at a time and this slowness is really affecting the production of the project.@
