How to Set a Web App's *Opening* Default Extent to a User's General Location

I have a customer who wants their ArcGIS Dashboard to be used by people from around the world, and recently they asked whether it was possible to have the default extent of the web app within dashboard be set to the user's country or continent. They referenced a similar capability seen when using Google Maps. I'm not sure if Google is using browser information or what to set extents- but I wanted to see if anything like this capability is available with the current version of ArcGIS Online.

I think one way to do this is to use URL parameters—ArcGIS Dashboards | Documentation. But then you would need to supply users from different countries/regions with different URLs to the dashboard and I guess that would not be practical.
