I am a fairly novice user of ArcGIS (I've taken a few MOOC classes through Coursera and Udemy in the past, and am starting to play around with it a bit to review everything). One project I would like to develop is a map that would show instances of a particular Instagram hashtag (related to a local photography/tourism project I'm volunteering with). However, when I create a web app using the Instagram layer, no Instagram icons at all show up on the map, and there doesn't seem to be the option in ArcGIS of setting the map up to search by hashtag. I know it's possible to do (for example, this map seems to use Instagram hashtags: http://gisday.blueraster.com, but I'm not sure if they did this through ArcGIS or some other add-on).
First, am I somehow not connecting my map correctly to Instagram? Secondly, how do I set it up to search by hashtag?

Also, here is a way of making a Twitter-based map using hashtags. I wonder if it's easy enough to move away from twitter and put in Instagram:
