What is getting overlapped? In your screenshots the two labels are seen separately.

Can you explain a bit more on your expectations?

When publishing in ArcGIS online, both labels appear in the same spot even though they are independent in ArcGIS Pro.

Polygons are currently limited to the centroid inside the feature but you can apply an offset to that centroid position.
