As a new user to ArcGIS Online, I am trying to create a map using ArcGIS Online that has a layer to show the boundaries of about 20 counties in the United States (and include Washington DC).
So, first I added the ESRI "USA Counties Generalized Boundaries" from Living Atlas.
With that added, I can see all of the county boundaries in the US, but if I try to add a filter to filter on a FIPS code for the counties I want to show, all of the boundaries disappear, and none of the specific county boundaries show up.
What am I doing wrong?
Also, for one of the counties, I only want to show as a boundary part of one county. I have data like west of U.S. Highway 29, south of state route (SR) 216, and east of SR 108. Can anyone give some directions how to do this?

I solved the problems by:
1- Created a filter and had to select "Display features in the layer that match any of the following expressions" where I entered one of the FIPS codes for any county and then added and kept adding another expression, which added "Any of the following expressions in this set are true" where I entered the FIPS codes for the remaining counties.
2- To show only a boundary for part of one county, I added a Sketch layer, added maps of streets and used the Snap To feature to create a polygon in the sketch layer.
