I was able to publish the same slpk with my account having publisher role and assigned credits, but the other acccount having publisher rolewhich had publisher role, but not assigned credits, did not do it.
I procedd this step in ArcGIS Online.

Also, I captured the network traffic and it shows me the erroe message below.

From this behavior, it is requred to being assigned credits, but these documents does not refer to credits in this situation.

I tested the same flow in ArcGIS Pro, but the result is the same as in ArcGIS Online and these documents of Pro do not refer to credits, too,

Credit allocation is required when making a tile cache in ArcGIS Online, so it may the same as when publishing a scene layer from a slpk.
"For example, with tile layers hosted on ArcGIS Online, there is no option to set the minimum and maximum number of instances of the service, because Esri handles the service scaling for you."
