Hosting costs for open data?

I remember many years ago (I think when the Open Data Portal product was first released), Esri said there was no cost for hosting open data in ArcGIS Online. Is this still the case? I can't find anything to confirm it.

If the answer is that it is no longer free, what about any data that is shared to ArcGIS Living Atlas - is that hosted for free?

If you add/publish content in ArcGIS Online and offer that via a Hub/Open Data site, you still consume storage credits. Same for if you've hosted something in ArcGIS Online and then share that content by submitting it to the Living Atlas. 

If you contribute content to Living Atlas via the Community Maps program, then it depends if you are providing source data (like imagery) that is published in Living Atlas, or publishing your own services to contribute via Community Maps Program.
