Hosted Feature Layer not editable by others in organization

I have a hosted feature layer that is shared with Everyone(public).  I have set all the settings so that editing is completely allowed for anybody who is signed in.  Why can't another member of my organization (signed in) edit points in the layer?

If I open the layer in Map Viewer and click on a point, I get a pop-up window that includes an Edit button.  I can use that Edit button to delete the point.  However, if my colleague opens it and clicks on a point, her pop-up window does not include an Edit button.

Here is a screen shot of the Settings for the feature layer:

Can you send a pic of the user type?

Here are our two user types.  I am the first one and my colleague is the second

The edit pane comes up for me so that is really strange. It says it has views... any chance they are trying to edit a view instead?

It sounds like the permissions on the feature layer are fine.  Could there be something wrong with my colleague's user profile?

If I can edit that without signing in you'd think they could edit it signed in. I would double check they are viewing the appropriate layer. Have you logged in under their user yourself?
