Help with Layer Order in Web Scene

I'm hoping to have the Open Streetmap Hybrid reference labels draw over county and NAIP imagery in a web scene. I'm able to do this in classic and new map viewers, but not in a scene. The street labels draw beneath the county image service. I can get the streetmap labels to draw over county imagery if I use our imagery basemap, but I'm hoping to avoid that due to its limited cache scales. Here are the layers I would like to use:

USA NAIP Imagery: Natural Color - Overview (arcgis.com)
