Filter Button Missing

I noticed that on my most recent map, the Filter option is missing.  Here is my original map:

Filter is displayed on the right.

Now here is my new map, with the Filter button missing.  Am i supposed to download something new?

Are you able to share the web map and I can take a look. You can invite russell_jsapi to a group if you can't share it publicly.
