Feature Access using a File Geodatabase?

Pretty simple question, do I need to have my data in an sde database to have feature access when publishing a feature service. I have done some searching in ESRI's provided resources (with no real luck) and also found this link that answers my question five years ago.

Do Feature Access require arcSDE geodatabase

Is this old post still correct?

Dear Keith,

Yes you need an enterprise geodatabase for getting feature access.
