Following the directions of this tutorial I've set up a custom print template in order to use in a print service for my web maps. I've placed the template alone in a folder that's successfully registered with my server and getting code 00178 "Data: O:\data\FloodplainData\portalprinttemplate, used by Task Export Web Map cannot be copied to the server" with no other warnings or messages. I am the server administrator. What is wrong that I need to fix?

Second, I wonder if your ArcGIS Server is configured to not allow data to be copied to the Server. Please check with the help of this resource document.

Thanks for your help. My server had already been configured with automatic copying disabled. However, after enabling it, the service published successfully. I wonder if this is a note that the tutorial for publishing print services might need to include.
