I work in the emergency management section of the Alabama National Guard and manage our web GIS. When we are in a disaster response or doing a weather briefing, we use the ESRI Public Information Map. The ESRI Disaster Response Program's watches and warnings rest provides very reliable information. However, the legend displays everything under a watch/warning possible. My own question has been answered by the March 2015 release of ArcGIS online. With the new smart mapping, a legend will only show what is being displayed at the time. For instance, there are no hurricane warnings at this time so that isn't shown. It's not exactly what I asked about but a much needed improvement.
