Is there a way to download map notes from a personal account, similar to how you can download data from a hosted feature service with an organization account? If not, will there be?
No. There is no way to do this from ArcGIS.com. However if you have ArcGIS desktop 10.1 I believe if you open the web map the map notes layer can be exported.
