Disable Editing in Public Map

This seems like it should be straightforward, but for some reason I can't figure it out.  Hopefully there is a way to fix this.

I have created a very basic map in ArcGIS online.  The map displays points which represent conservation lands protected through the organization that I work for.

I have completed the map, and made it public for everyone.  Eventually we would like to embed this map in our own webpage for people to explore info about our properties. 

The problem I've run into is that once I've made the map publicly accessible to everyone, then anyone viewing the map is able to edit it.  I have disabled editing of the layers before making it public, but it seems that all users need to do is to simply enable editing again (by clicking the arrow next to the layer, and enabling editing), and then they can change, add or delete points.  This is true for someone who isn't even logged into ArcGIS.com.

Is there a way to disable editing of maps by the general public.

With data uploaded directly into a web map, people will be able to edit the layer. However, they won't be able to save the map and overwrite your data. They would need an account to save their changes and even still your original map wouldn't be changed. They would be saving a copy of the changes they made to their account. If you test this out you'll notice after you make changes and try to save, you'd have to login to an account. Or if you cancel out of the map then load your original, nothing has really been changed.

If you are using a hosted feature service, you have more control of editing the service.
