Is there a way to copy/paste layers from one web map to another?

You can use something like the AGO Assistant to copy and past JSON between the two maps. I've used that in the past and can confirm it works.

You can also open both web maps in Pro and just drag the layer from one to the other, then save the map.

To add on to what @jcarlson said, if you just need to add a layer from your AGOL content to multiple web maps, you can easily do this through the "Add Data" option in the web map. If you have a specific symbology, pop-up configuration, etc. that you've set and you want it to be available/consistent every time you add it to a map, just save those settings at the layer level. You can do this by configuring the layer in the web map and then choosing "Save Layer" from the dropdown options, or through the "Visualization" tab from the Item Details page.
