I am using ArcGIS Pro to create a map showing where some survey sites are on a map of NZ. The basemaps have city and town labels which is great because I want some of them to be included. However, when I zoom in and use a print layout from the zoomed in view it includes more place names than I want. Is there a way to set it so only the major cities/towns are included whether you are zoomed in or not?

Try the ArcGIS Vector Tile Style Editor.
Some of the basemaps come with label layers that you can individually add to a map and individually customize using the vector tile style editor. Labels are split into groups by town size, and each has a visible zoom range config:
Find a label layer that's mostly OK, customise it, then use the customised version in ArcGIS Pro the same way you see other basemap label layers being used
