Category selector for multiple field search

I'm creating a dashboard for projects that have focus areas--my issue, projects can have more than one focus (see example below). Can anyone point in the direction of an expression that would allow me to set up a category selector that would allow you to select from multiple fields?

Unfortunately no.  The last word was that it's not possible but to submit it for consideration to ESRI development.
