Cannot save webmap after enable Pop-up

Hello.

I am unable to save the webmap after I enable the pop-up window.

I can save it if I disable the popup window of that layer, but once I enable again, it cannot be saved.

The layer is a map service layer I published myself with data versioning on. Would it be the reason causing it?

Could someone give me some possible idea which can solve this problem?
