Can you create a "development" open data site?

Maybe this is a no-brainer.  My organization is looking into developing an open data site.  It would be great if we could start developing at "test" open data site.  But it appears that it is an all or nothing approach with ArcGIS Online.

Is there a way to develop an "test" open data site, that is not actually open to everyone?  It would be nice to build the site before launching it.

Don't really want to click "Enable Open Data" before we're ready.  But I do want to see what the environment is like.

Greetings Patrick, when creating the Open Data site, there are settings where you can change how the site is shared. This way the general public does not have access to the site but the creator and/or your organization does have access and can develop the site before it goes live. 

These settings can be found in multiple places. When creating the site, an Open Data application will be found in your ArcGIS Online Content page. In the item details you can change the sharing setting of the site to the owner, organization, or public. Also when editing the site a sharing and save button will be found in the upper right hand corner of the browser. It is here that you can also alter the settings. 

When you are ready with your finished product, you can change the sharing setting to Public so that it is available to everyone.
