Can you change the source hosted feature layer in a hosted feature layer view? We have a very large hosted feature layer (parcel data) that is updated on a quarterly basis. We are looking for a better workflow to update this data with minimal downtime for consuming maps and apps. Currently, if we overwrite the data in an existing hosted feature layer, it takes a very long time. And if we simply publish a new hosted feature layer, we need to go and update all consuming maps and apps to the new hosted feature layer. We are hoping to point all parcel data consuming maps and apps to a Parcel Data hosted feature layer view that we can change from one source hosted feature layer to a new updated hosted feature layer without any changes to existing maps and apps - and with minimal downtime.

This is a good question and unfortunately, I not certain you can. However, one alternative method that might work for you is to incrementally update your source data instead of the service itself?

According to this slide from the technical workshop "ArcGIS Online: Best Practices for Working with Hosted Layers" from the ESRI UC this week a third possible solution is portal to portal collaboration.
