Can't open schema packages?

All,

Can anyone explain why Schema-only packages cannot be opened from the ArcGIS.com web-browser interface?

Schema packages are also not 'findable' through the arcgis.com window in ArcMap, but I am tracking down that that is too...

I am not aware of this type. How was this added?

It was added using the standard layer package dialogues, then uploaded directly to AGOL from arcmap.

there is an option to create a 'schema-only' package. See attachments.

This is a bug. This data should have been uploaded as a layer package.
