Multiple Popup "pages" when two features are in proximity

When two polygon areas, or points (made with mapnotes) are close together, you click the popup and within the popup there it shows multiple "pages" ...  ie.  < (1 of 3) >

Background: I have all the states overlayed with separate polygons/areas in a Webmap. I want there to be only one page per popup, but it seems to randomly pick adjacent shapes and a add them. 

*none of the boundaries are touching, i zoomed in and made sure there is no overlap* It seems to be random, sometimes there will be only one page, sometimes it will pick up another random shape(s) next to it.


Is there any way to prevent this from happening?

When you click on the map, there is a tolerance around the clicked point where the system tries to find features. Unfortunately, you can't control the tolerance.
