I want to call a map centred and zoomed on a specific location, I thought I had the syntax right but its centering but not zooming.

I assume the level refers to the zoom level of the basemap, which in this case is an Ordnance Survey tile service Layers and styles | OS APIs using the EPSG:27700 tile matrix set and should have zoom levels 0-13. But I just can't get it to zoom. Any ideas?
If i use one of the ESRI out of the box basemaps it works.. whats different about the OS basemap?
