Bing Maps base maps doesn't work

I cannot get The Bing Maps base maps to work when I try to import them from ArcGIS online.  I had 9.3 and found out that I had to have 9.3.1 to use the Bing Maps base maps.  After fighting documented problems installing ArcGIS Desktop 9.3.1 on my Windows 7 machine, I now have the option when I "Add Data From ArcGIS Online" for the Bing Maps base maps.  It shows the layer with 3 sublayers (aerial, hybrid, and road) in the data frame, but it doesn't display anything.  If I load the DeLorme basemaps or any others, they all work fine.

I have Windows 7 with 9.3.1 installed.  I have not yet installed Service Pack 1 or 2 because I get an error every time I try to install  SP1.  Error Message below if anyone cares to help with this issue as well:
"The upgrade patch can't be installed by the windowns installer service because the program to be upgraded may be missing or the upgrade patch may upgrade a different version of the program. Verify that the program to be upgraded existas on your computer and you have the correct patch"

I am getting the same thing.  I have 9.3.1 SP2 loaded on Vista 32bit.  Just seems to hang.  Even the mxd doesn't work.

Hi Matt,

It appears that you have already logged this issue with Technical Support and we were able to assist you in getting the Bing Maps Extension authorization number. If you are still encountering issues with accessing Bing Maps or installing Patches and Service Packs I would encourage you to contact Technical Support.

never mind, after over an hour on the phone with support, they were able to get me the necessary "free key" to use.  The registration wizard wouldn't connect to their system...

When you say "The registration wizard wouldn't connect to their system... " whose system are you referencing?  Is this an issue with the Bing Maps servers not recognizing my license files?

I am also having the same problem with ArcGIS 9.3.1 SP1 and Bing Maps. I recieved the license key from ESRI. When opening the Bing.mxd I see the layer in the TOC but no maps are displayed.

Is SP 2 required?
