Is there a way for me to set the Hybrid Imagery basemap to only be visible once the user has zoomed in to a certain scale?

I don't have Living Atlas.

Yes this is possible.  If you go to the "Basemap" panel on your web map and select "Current Basemap", if the Imagery Hybrid has been selected you will see two layers listed under Reference and Base.  Select either of these layers to open their properties.  In the properties you can change the visible range where they are displayed

Yes this is possible.  If you go to the "Basemap" panel on your web map and select "Current Basemap", if the Imagery Hybrid has been selected you will see two layers listed under Reference and Base.  Select either of these layers to open their properties.  In the properties you can change the visible range where they are displayed
