Recently, the "File -> Add Data -> Add Basemap" feature of my ArcMap 10.2.2 installation has stopped working with the error "The underlying connection was closed: An unexpected error occurred on a send". This is quite confusing as the rest of the application appears to be working fine, and the "ESRI ARCGIS Test Connection" is working properly. Our IT department reports that there are no firewall or routing issues/blocks, and that no changes have been made in 2022 that should affect this application / computer.
I know this is a very old unsupported version, and ESRI Support has said to upgrade. I respect that answer, but will the newer versions (10.6. or 10.8) work? How do I know this problem is version related and not environment related?
Any help or guidance is greatly appreciated.

At this point, ESRI has deprecated the original raster based basemaps in favor of the vector tile formatted basemaps so what you describe is probably just the end result of the basemaps being shut off. FWIW, I'm using 10.8.1 and the Add data->Add Basemap does work.
You may still have valid reasons for staying with 10.2.2 so here's something to try:
Select Add Data from ArcGIS Online. When the dialog appears, type "basemap" in the search bar and try adding your basemap of interest that way. If it works, use that workaround; if it doesn't, you may have to think about upgrading to a more recent 10.x version.

Steve, that makes a lot of sense, I should have thought of that.
While trying this, it looks like I can properly sign-in to my account but now I am getting the same error:
"The underlying connection was closed: An unexpected error occurred on a send"
Looks like upgrading is going to be necessary.
