Hi, we have requirement that, setting up SQL Server using arcgis online/ Cloud. is there a way to transfer  data to cloud and can we access the data any of our client application like Pro, enterprise , Local SQl Server using cloud SQl Server Instance and can this be possible using arcgis online?

ArcGIS Online doesn't support direct connections to database systems, like ArcGIS Pro / ArcGIS Enterprise. You would either need a standalone ArcGIS Server instance or a full ArcGIS Enterprise deployment in the cloud, and add the services as items to your ArcGIS Online org. While yes, desktop apps like ArcGIS Pro can connect to cloud instances of SQL Server, there's often a latency issue and Esri advises against it. The best practice is to collocate everything.
