ArcGIS Online Input Layer Connection Issue

When making an ArcGis Online flowmap and following the protocol, the Near Layer option is not selecting. It should be connecting to the Input Layer but it does not display.  The layer to input into the Near Layer is in the web map's sidebar. It also displays the layer's point data accurately in the web map itself.  Browse layers is not working either. and can't find the layer. The layer can be viewed in My Content but it can't be searched.

Any suggesteions would be welcome

Hi @NicholasOsborne_1 , 

• Have you tried the same workflow using an incognito session in the browser?
• The layer that you want to select for the Near layer parameter, is it a Hosted feature layer? How was it published?
• Are you unable to search for the specific layer in the Browse layers dialog? 
• Can you search for the layer when you go to the Layers panel >> Add?
