ArcGIS Dashboard Map Legend Display

I am building a Dashboard where I have four maps displayed. In each of these maps, I have 3 or more layers that can be displayed, depending on user selection in a side bar dropdown. Currently, each layer legend is displayed as a list of legends in a dropdown legend icon in each map (see attached image). I would like to display the legend of the selected layer directly on the map rather than in the dropdown icon. Is there a way to do this with the pop-ups function? If not, is there a way to do this at all?

Doing it directly on the map sounds like it may be out of reach for Dashboards. You could accomplish something like this in Experience Builder, where widgets are allowed to overlap. The only thing you can do in Dashboards is to use the Legend widget and put it next to the map it corresponds to, otherwise you're stuck with the in-map button / dropdown.
