Wish: Organization administrator shouldn't need a Creator license

As an administrator of my organization I wish to manage ESRI purchases and assign licenses to users in my organization without having to purchase a license for myself (as I am not a GIS user). Unfortunately this doesn't seem to be possible....

Received the following from ESRI's support:

ArcGIS Online requires a license for each contact within the subscription. This means, you will not be able to administer permissions within the subscription without a license (minimum Creator license). Within online, you will have to delegate one of your users as the admin, unless you purchase a second Creator license.

This is why we recommend that your user activate the subscription. They will default as the admin.

My response:
That's most unfortunate. It's common in our industry for account managers to need control over purchasing and licenses though they themselves are not software users

Yes I understand and that is not an uncommon issue. I would recommend submitting feedback on our community page, https://community.esri.com/t5/community-feedback/bd-p/community-feedback. We have mentioned users would like an admin-only role, but the more feedback from our user community, the better!
