Use Web Map in "Add Media Layer" Georeferencing Workflow

In the "Add Media Layer" workflow for georeferencing a jpg/png, you are unable to use layers from your web map or use any content in general besides choosing your basemap. Please allow us to use layers from our web map in the workflow so we can reference them when georeferencing. This is necessary to georeference old images/maps because we can reference parcel data or plat maps. Seems very odd that you can't use your web map layers, when ArcGIS Online forces you to be in a web map to even add media layer content.

Without this we need to use ArcGIS Pro for this workflow, which is overkill. You also can't publish a media layer from ArcGIS Pro, so it is not a perfect workaround.
