Setting default layer search options for the organization

Our ArcGIS Online organization has a set of layers we have designated as "Authoritative". When users search in a web map or the new map viewer, they are required to go through a few steps to filter to just these layers. (Change to "My Organization", set Status filter to "Authoritative"). We are finding it difficult to reinforce this necessity with all users and non-authoritative data is being used in maps too frequently. Also, the authoritative badge seems to have no impact when just searching for layers - one would think these would be prioritized in search results but they are not.

We would like to make this setting ("My Organization", Status filter = "Authoritative") an organizational default, so that users always start with these settings when they search for layers, and they would have to manually change this to find other layers.

It will be great to be able to have this. Another use case is that when you publish a web scene for example, you get many scene layers in Portal. But we really want the end users to find the web scene when searching, and not the underlying layers. With a default search setting, we could hide certain content like that.
