Restrict coded values in an attribute domain to specific users

I would like to see the following functionality added to ArcGIS for Desktop and ArcGIS Online. I have a scenario in that I would like to restrict specific coded values that are included in an attribute domain to designated users.

For example, I have a feature class containing street lights with an attribute domain describing the values in the STATUS field. The admin user would be able to select any of the coded values (i.e. "OFF", "ON", "STUCK ON", "FAULT") when editing this feature class. A separate group of editors should only be able to see the coded values as configured by the admin user. For example, they would see "OFF", "ON" and "STUCK ON" but not "FAULT". 

This functionality should also be made available in ArcGIS Online where an admin user could restrict coded values to specific named user accounts. This would make the editing workflow in ArcGIS for Desktop, ArcGIS Online and Collector for ArcGIS much more appealing.
