I have found data is often published that is not authoritative and even a security risk. The user name can be meaningless and if contact or organization information is not provided, then there is no way to know who published the information and either get it corrected or have it taken down.
ESRI should require contact information, organization name and email address in the metadata for content that is published to "everyone".
