The situation
I have a map in ArcGIS Online with multiple layers, varying in scale and detail (buildings, pipelines, soil composition, POI). To improve the performance of the map at the zoomed-out scales, I publish some layers as Tile Layers, and others as Feature Layers. Buildings for example, are published as a Tile Service. The order of the layers matters to the user, because it follows a certain logic.
The problem
Because Tile Layers are restricted to be underneath Feature Layers, I cannot display the layers in a logical order to the users.
The solution
Remove the layer order restrictions and allow all layers to be ordered in any desired order.
