Migrate ArcGIS Tagging To Key:Value Definition Scheme

I would like to propose that Esri migrate the current ecosystem of tagging from a single tag to a key:value definition format similar to Amazon AWS and MS Azure resourcing model.  There are a couple of reasons why a key:value tagging schema would be more desirable :

1. Improved ROI/TCO reporting at a project/department/etc level
2. More robust and powerful Dynamic Text capabilities with Map Series Page
3. Improved taxonomy across Esri AGOL/Portal items
