We have hundreds of air photos that have been scanned as TIFF's, but are not georeferenced. We would like to make these available to people through our Open Data site, as we do with PDF and CSV files. I've read the documentation about image services, but I really just want to upload them to ArcGIS Online and then make them available for download through our Open Data site.
