Make ArcGIS Online viewer license quota the same as Portal

I know this is probably a delusional idea, but I also think it's an important one. We just installed our first ArcGIS Portal, and I'm already frustrated by how behind ArcGIS Online it is for functionality - especially considering all the great stuff that was just added in Feb 2024. The only reason we added a Portal is so we can create Viewer licenses for all our staff.

The idea: give ArcGIS Enterprise and/or Online customers unlimited Viewer licenses for ArcGIS Online just like they get for Portal. In many cases I imagine this would eliminate the need for organizations like mine to have an on-prem version of ArcGIS Online in Portal. We would still be Enterprise customers because we use ArcGIS Server heavily to publish our data for use online, so we wouldn't be buying less software.

I know ELAs are a thing, but for my org the cost to do that would more than triple our annual maintenance. Considering that Viewer licenses can only view content and not create it, we can't justify the added cost just to be able to do this in ArcGIS Online. And back to the main argument, limiting who can see content with Viewer accounts seems like something that should just be included but perhaps hasn't been revisited since Portal was created.

Again I'm guessing this is aspirational at best, but putting it out to the community in case there are other examples or support that could be garnered to help Esri customers get better and more consistent access to the latest and greatest functionality in the world of web GIS.
