Currently, photos in Survey123's inbox will not be able to load offline because they connect to a server and require a network connection. It is expected behaviour according to ESRI tech support. In our case, we require access to photos during offline use to relocate scientific equipment in remote field settings. I imagine there are many others using Survey123 that would also like to access their photos during offline use. Thanks for your consideration.
