If would be helpful if we could include URL links within the Information Banners and Access Notices for ArcGIS Online. There are times when we want to highlight an upcoming webinar, or link out to a page that includes more information about the notice. For example, "Our services will be down for maintenance on June 1 from 1am to 6am. Click here for more information." Or "Join us June 1 at 1pm for a webinar on data governance. Click here for the Teams/Zoom link." etc etc. A full URL isn't practical with the character limit. Either being able to hyperlink text, or letting us toggle an optional button that appears in or below the banner where we can control the destination URL.

Adding a clickable link (opening in a new window) would be helpful, also for "more information" type of links or "click here for _other language_ information" or something. Also for ArcGIS Enterprise!
Would really like to see support for links added to the Information Banner and Access Notice options. We often want to keep the message short and simple, so that people pay attention to it, while still wanting to include a link to more, extended information for people who need more details.
I'm thinking that adding a link to the information might be a security issue, but am not sure... Anyway, beside the banner you could also add text and a link for more information at the top of your home page. Many organization use that top part of the page to highlight important news or highlight new resources. That might be a workaround for you.
@BernSzukalski For the specific case of informing users what they need to do with their content before they leave our organization we've tried adding a message to the Home page. Such messaging, no matter how obtrusive you make it, is still generally overlooked or ignored when delivered via that channel.
(In an educational setting, off-boarding of users is a common need, particularly at the end of the semester. With thousands of users leaving the institution at once, and no admin tools in ArcGIS Online to automate the process at that scale, proactively dealing with their content is something the users need to handle themselves, e.g., transfer ownership, move to a different organization, download a backup, delete.)
The Access notice channel has the more intrusive option of forcing a user to acknowledge a message, which makes it much harder for a user to miss. Unfortunately the amount of text in the Access notice is limited, so it is hard to educate users on the variety of available options for disposing of their content.
It would be a great help if we could include hyperlinked text in the notice to a page with additional information. Since you cannot add a hyperlink, nor include "https://" as text in the notice, the best we can do at the moment is rely on a user manually cutting-and-pasting text form within the notice to their browser address bar (e.g., "...for more information, please visit the URL: gis.umich.edu/leaving", with the user pointing their browser to the partial URL.)
@PeterKnoop I'm not disagreeing, and totally understand a need to be able to broadcast to all members in an organization and force them to see it. I've run into this very same need in several of the organization that I administer.
The above said, I was just hoping to offer an alternative workflow that might work for now, until "the powers that be" can make a decision or progress on your idea. Keep 'em coming!
