Fix Time Problems in ArcGIS Online

There are three serious glitches related to time in ArcGIS Online.

The first is simple. There is no option to format field display to include only time. For instance, if a cell value is "7:00:00," it is displayed by AGOL as "October 24, 2013 3:00:00." Currently, you can't make AGO display only the time. That is not a choice in the field formatting list.

Second, when I import a table with a time field, AGO adds a date which appears to be the date that the table was created. To use the same example, as above,
if a cell value is "7:00:00," it is displayed by AGO as "October 24, 2013 3:00:00." There was no date in the data, and it happens no matter which format I use to import. So it's AGO creating the problem.

Finally, AGO automatically changes time in imported tables to UTC. There's no setting or option anywhere to make it stop doing that. The table I'm trying to use has the hours of operation of a farmer's market, so it's useless to change it from 9:00 to 5:00. I need the times to display as they are written. It would be ideal if AGO could then use them in time-enabled maps, but a good start would be simply to display them as they appear.
