Expose and document portions of the Open Data API to aid scripting workflows (i.e. the Manual Reset operation).

Need a sustainable solution for updating hundreds of datasets in ESRI's Open Data Portal. If we were able to tap into the Open Data API, we could force the manual refresh when the download cache gets stuck or an immediate update is required.This API does exist, but it is not exposed. Please vote to expose this, thanks.

Checking in again. The API was updated again and functionality dropped. Difficult to code around a moving target.
