Enable timeline for tracker

The idea is to allow the manager to enable a defined time period that tracker will track named users. Meaning, that the manager can set a defined day(s) and time period (start and stop) time for tracking.

For instance, we know that workers are supposed to be working Monday through Friday from 7:30 am until 5:30 pm. The manager could disable the ability for the worker to disable tracking through the app during this time period to allow for "on work" tracking, but still give the user the ability to turn off tracking outside of core project hours.

Reason for this lock down is due to the type of bread crumbs that could be captured. Some of our survey types that we perform is looking for suitable habitat for different species of interest within both area and linear based project areas. Having the ability to consistently capture a workers tracks of where they walked during these surveys is important to the project in many different aspects. Even with the reminders for starting and stopping tracking is a great idea; I think in certain instances that there needs to be more control over the tracking.

Another option would be to allow for geo-fence triggers for tracking once on site to still allow for privacy.
