Doc update: info tip show all permissions for system default roles

The little info tip shown when clicking the when looking at the default system level roles is not complete. It would be better if it also linked to a page matching what is seen when looking at creating a Custom role.

For example for User role this is the info tip "Users can create maps, add items, share content, and create groups."

While the actual permissions are "Create update and delete content; Edit features; Create, update, and delete groups; Join Organization and External groups; Share with groups, organization, and public; Make groups visible to organization and public; Acess all premium content"
