All my desktop windows\apps are set to dark mode until I login to AGOL ☀️😲
It would be easier on the eyes if we had an option for dark mode
set your dashboards and web apps to dark mode. It does not carry over from desktop

There's always the Stylus browser extension, if you want to take matters into your own hands. It can be a bit of work to tweak a complex website, but there's enough shared CSS across the Portal/AGOL interface that it may be worth it.
