Create Vector Tile Package scale ranges to match (new) Map Viewer

I can 'Create a Vector Tile Package' and the set the min and max scales for creation. 

I can use that Vector tile is a webmap.

I can set visibility ranges in that webmap.

But the scales I can set when creating the vector tile don't match up to those in the mapviewer.

Seems inefficient.
